Puerto Rico is definitely automobile territory. Whether you rent a car or use taxis, you’re going to need a mode of transportation other than your feet if you want to see much of Puerto Rico. If you plan to stay in one city, it could be possible to fly into San Juan, take a taxi to your hotel, and then walk around the rest of your trip. However, you’ll be missing out on some of the best of what Puerto Rico has to offer.
For car rental options, you basically have all the big names in car rental (Enterprise, Avis, Hertz, etc) and then the smaller local options (Charlie Car Rental, Payless Car Rental, Cabrera Car Rental, etc).
